Soils around the coastal plain are largely sand over clay. Sandy ground drains fast, so a leak often shows up as a soft patch rather than standing water, and it can be well away from where the hole actually is. Further inland the clay content rises, and clay moves with the seasons. That movement is what opens vertical cracks in older concrete tanks and slackens their bands.
